Do you actually need an ISBN?
An ISBN identifies a specific edition of a book. You need one for paperbacks distributed through bookstores, libraries, and most aggregators (StreetLib, IngramSpark, Bookmundo). You don't need one for Amazon Kindle eBooks (Amazon assigns an ASIN), Google Play Books eBooks (Google assigns its own ID), or strictly internal/private documents.

Who issues ISBNs in India?
The Raja Rammohun Roy National Agency for ISBN under the Department of Higher Education, Ministry of Education, Government of India. It's the sole authorised agency for India and the cost is ₹0. The portal is isbn.gov.in.
Step-by-step: applying for an ISBN in India
Step 1 — Register on isbn.gov.in
Visit isbn.gov.in, click "Apply for ISBN", and create an account. You'll receive an email verification link — check spam if it doesn't arrive in 10 minutes.
Step 2 — Choose your registration category
Two categories that matter for most readers of this guide:
- Author / Self-Publisher — for individual authors publishing under their own name.
- Publisher — for registered publishing companies or imprints.
Step 3 — Upload identity documents
For self-publishers: PAN card, Aadhaar (or equivalent ID), and an address proof. For publishers: incorporation certificate, GST certificate (if applicable), PAN of the entity, and authorised signatory ID. All as clear PDF or JPG scans under 1 MB each.
Step 4 — Submit book metadata
For each title you want an ISBN for, provide: title, subtitle (if any), author name(s), language, format (paperback / hardcover / eBook / audiobook), expected month of publication, and a 50–200 word description. One ISBN per format per edition — your paperback and eBook need separate ISBNs, and a second edition needs a new one.
Step 5 — Wait for allocation
Standard turnaround is 7–30 days. ISBNs are emailed as a PDF certificate. The number is in the format 978-93-XXXXX-XX-X — India's country group is 93 (older books may have 81).
Common reasons ISBN applications get rejected
- Incomplete or unreadable scans of PAN/Aadhaar.
- Same ISBN requested for multiple formats — they each need their own.
- Address mismatch between PAN and the address you typed in.
- Books that are clearly compilations of copyrighted material the applicant doesn't own.
After you get your ISBN
- Print it on the copyright page and on the back cover above the barcode.
- Generate the matching EAN-13 barcode — most aggregators do this automatically; for paperbacks via KDP, free tools like Bookow do the job.
- Submit a copy to the agency under the Delivery of Books and Newspapers (Public Libraries) Act, 1954 — required by Indian law.
